Title: More 'carrots' needed to create opportunities for the young

There are currently 952,000 young people aged 16 to 24 out of work, according to official Labour Market Statistics.

Gerwyn Davies, public policy adviser at the CIPD, said that the future of youth unemployment depends "on the success of government incentives" – including the Future Jobs Fund and Young Persons Guarantee.

He added: "It's going to be some time yet, probably not 2010, when we start to see employers hiring again. So there is a lot of pressure on the government to offset the dramatic rise in youth unemployment."

The CIPD recently called for a work placement subsidy of £1,250 for 16 to 17 year-olds that have been unemployed for more than six months.

According to the CIPD and KPMG, the outlook is worst for those in their teens who are looking for work. A joint survey by the firms showed that only 24% of employers said that they were going to hire 16 to 18 year olds in the third quarter of 2009, compared to around two-thirds of employers who were planning to hire 19 to 24 year olds.
